Why

Gould's Falco lanarius (Pallas's and Temminck's sense) is the Saker: he lists this plate under Falco sacer in his own synonymy (Birds of Asia I.5), as do Dresser and Sharpe. The figures agree: brown back with no grey, pale streaked crown, thin moustache, tail spotted not barred.
