Why

Polyplectron chinquis Temminck, Gould's Assam and Sylhet peacock-pheasant, is a synonym of P. bicalcaratum, the Gray Peacock-Pheasant (Gould kept bicalcaratum for the Malayan bird, VII.51), so no form.
